The brief

New Registered Provider Required For Supported Accommodation For Young People This is a notice of intent to publish a future tender opportunity.

We will be seeking one registered provider for the delivery of supported accommodation and building management (leasehold) across two sites via competitive tender.

The two sites will provide supported accommodation for young people alongside high support services to 16 & 17 year old children in care and 18+ Care Leavers, a requirement which is part of the Council's Placements Sufficiency Strategy.

Site 1 is for the provision of 24 hour Supported Accommodation for 5 young people aged 16 and 17.

Site 2 is for the provision of floating supported accommodation for 8 care leavers age 18+.

The two properties will be refurbished and remodelled to provide the accommodation needed for both cohorts, as well as the staffing support required for each site.

The registered provider must adhere to the new national standards that will be introduced by Ofsted during the duration of these contracts.

The registered provider will provide high quality semi-independent accommodation and varying levels of support to Care Leavers to prepare them for adulthood and independence and work in partnership with statutory and voluntary services in the borough.

The contract will be for a period of three years, with an option to extend for two further years commencing from June 2023.

Refurbishment works to both sites are expected to take place between January and June 2023.

The registered provider will mobilise during the period March to June, with view to starting their contract in June or when the refurbishment works are complete and buildings are ready to hand over.

The Procurement Process will start in October 2022.

Providers will be expected to evidence social value as part of their bid - this is the additional value on top of the contracted service that providers create for the local economy, communities, and local area.
