The brief

The objective for conducting this procurement competition is to identify and select an experienced supplier to research and develop/draft a high-quality Outline Business Case for a multi-million-pound infrastructure programme that delivers a critical public health function.

The Medicines and Healthcare Products Regulatory Agency (MHRA) requires a supplier with a demonstrable track record of producing successful Strategic, Outline, and Full Business Cases in line with HM Treasury Green Book and the Five Case Model for major government infrastructure programmes.

The supplier will have exceptional written communication skills and the ability to gather and translate complex information, derived from multiple disciplines, into clear, compelling narratives that can be delivered at pace.

The expected project stages are: Stage 1 - Initiation, discovery and recommendations Stage 2 - Mapping, planning and design Stage 3 - Delivery and Implementation (within set timelines and costs) Stage 4 - Completion of business case for submission to DHSC
