The brief

Cambridgeshire County Council and Thalia WB SPV Limited (formerly AmeyCespa WM (East)Limited) (the "PFI Contractor") entered into a PFI contract for the provision of waste services which came into effect in March 2008 (the "PFI Contract").

There are two main treatment facilities, the Mechanical Biological Treatment (MBT) facility and the In-Vessel Composting (IVC) facility which are key to the PFI project.

The PFI Contractor has alerted the Authority to variation notices issued by the Environment Agency requiring variations to the environmental permits of both facilities.

The variations to the permits require the facilities to meet the sector specific Best Available Technique conclusions (BATc), as set out in the Waste Treatment BAT reference document (BREF).

The variations are likely to require significant alterations to the facilities (including long periods of shutdown).

The Council is procuring specific technical advice to assist the Authority through the changes to the facilities.

Such services will likely include (but not limited to): i) advising on the different facility alteration options presented by the PFI Contractor; ii) assessing the potential risks to the Authority with respect to options proposed for alternations to the facilities; iii) evaluating/analysing the costs presented by the PFI Contractor for proposed facility alternations; iv) assessing the reasonableness of proposed works/shutdown periods; v) undertaking surveys on the facilities; and vi) provide technical assistance in any updates to the PFI Contract (e.g. method statements, maintenance plans, etc.) SLR already have a good understanding of the Waste PFI Project and have the experience and skills to assist with this project.

SLR have been procured compliantly in the past, and have provided an estimate and fees for this project that are comparable/similar to their previous quotation successful submission.

It is envisaged that this appointment shall run from August 2022 to September 2024, at a value of £250,000.

This appointment is made under the ESPO Consultancy Framework 664 Lot 8h - Waste & Recycling.
