Request For Quotation - Photo Voltaic Scheme and Energy Service Company (ESCo) Consultant
LMH (the Client) wishes to contract a specialist consultant (the Consultant) to undertake a detailed technical feasibility study and financial appraisal for a photo voltaic (PV) scheme.
It is envisaged that the scheme would be created from LMH stock holdings and be managed by an Energy Service Company (ESCo).
The study should determine which configurations of a PV scheme are technically feasible, which ESCo structure is appropriate and then evaluate options on the basis of capital & operational costs and other stakeholder objectives.
Opportunities for expanding the scheme to non-LMH properties and / or to additional generating technologies should also be assessed.
The aim is to provide a sufficiently detailed evaluation of options to allow LMH members to understand those options and make informed decisions on how best to take advantage of the opportunities they present.
Given the scope of this project, consortia bids will be welcome but must be clearly identified as such.
REQUIRED OUTCOMES The outputs from the project should be of sufficient scope and detail to allow LMH to: Assess the potential for a PV Scheme.
Assess the financial, environmental and social return of a PV Scheme.
Make an informed decision regarding the choice of Scheme configuration and delivery model.
To this end, the scope of the project will include the following themes: 1.
Evaluation of the potential for a PV scheme incorporating LMH stock holdings.
2.
Evaluation of suitable delivery models.
3.
Evaluation of the potential to extend or supplement the PV scheme with additional technologies.
4.
Evaluation of the potential to extend the PV scheme to non-LMH stock holding properties.
5.
Assessment of the potential benefits to end users.
6.
Assessment of the potential reduction in carbon emissions.
7.
Evaluation of potential funding sources.
8.
Financial Evaluation of all the above.
PROJECT TIMESCALES AND IMPLEMENTATION ACTIONS DATES Deadline for response of Quotation 6th November 2015 Expected date of contract award 17th November 2015 Contract Start date 1st December 2015 Initial meetings TBC Progress report TBC Final meeting and report 31st March 2016 TENDER EVALUATION Submissions will be evaluated on the basis of price (40%) and response to quality questions (60%).
