The brief

Gibraltar's construction and demolition waste has been stockpiled and partially exported over the years.

Gibraltar exported a total of 53,857.86 tonnes of Construction and Demolition waste under EWC codes 17 01 07, 17 05 03, 17 05 04, 17 06 03, 17 06 05 & 17 09 04 in the period 2020 - 2023.

HM Government of Gibraltar (HMGoG) intends to obtain responses from service providers with the necessary skill, expertise and experience (or service providers who are able to demonstrate that they would be able to acquire the services of a competent and capable third party) for the following works under this project: "The export of Construction and Demolition waste." It is intended that the Service Provider (i.e. the party awarded the resultant tender) will collect the construction and demolition waste from locations within Gibraltar as directed by HMGoG and exported on a wholly inclusive contractual price per tonne basis.

Responses should include an indicative value.

The wastes collected and exported may not be limited to wastes generated by HMGoG in its own capacity.

This contract would not be exclusive to the service provider (i.e. it does not preclude private sector bodies from contracting this service from another entity or for HMGoG to engage with one or more entities for the provision of these or similar services.

The Service Provider will be expected to have all the necessary documentation and or licences as instructed by the Environmental Agency by no later than 3 months after the award of the tender.

Special circumstances may lead to an extension after written permission is sought from HMGoG.

In order to correctly assess the capabilities available in the market and the veracity of responses (i.e. issued from a competent entity capable of executing the export of the construction and demolition waste), respondents must demonstrate they have experience in dealing with construction and demolition waste.

To minimise the administrative burden behind these responses are required from parties with no less than of 5 years experience.

The responses provided should identify any risks and vagaries the provision of these services may pose however likely or unlikely and any risk mitigation which would/should be put in place to ensure the effective, efficient and economic manner of delivering the services.

Respondents shall not be entitled to claim from H.M.

Government of Gibraltar any costs or expenses that may be incurred in preparing their responses.
