Parking Enforcement Contracts - Market Engagement
The Council will be required, in the future, to retender all parking contracts when they expire and would like to conduct market engagement ahead of time to best plan for this retender.
The aim of this exercise is to understand the provider market, current and emerging practices as well as likely level of interest in the potential procurement activity that the Council may carry out.
It is also an opportunity for developing relationships with providers and gain insight in to how they would approach the delivery of the service.
Requirement for the New Contract The current contract has two lots - Enforcement and Technology.
This has been working well under the current contract.
Enforcement Services - Lot 1 - This is the staff on the ground who are carrying out the enforcement and reviewing the ANPR camera footage to enable Penalty Charge Notices to be issued for bus lanes etc.
This Lot will also include Civil Enforcement Officer's CCTV/ANPR review staff, handheld devices and printers, scan bike/car, vehicles and premises, pay and display machine first line maintenance (replacing ticket rolls etc.), and implementing and removing bay suspensions.
Technology - Lot 2 - This provides the back-office software to process the Penalty Charge Notices, and the software to receive payments and manage permits.
The software is a hosted solution which requires sign in via a secure connection to process Penalty Charge Notices.
A permit management solution is not likely to be required as part of this contract.
