SME's are welcome to provide a bid for this work.(SCAPE on behalf of Arc Property Services Partnership Ltd (the Client), are seeking to set up a new Contract for the provision of a Building Energy Monitoring System (BEMS).

The Client are responsible for procuring and running the contract for Nottinghamshire County Council's (the Council) network of TREND BEMS at 10 of the Council's properties.

This Contract is to provide a Bureau Service to support the TREND BEMS network for a period of 2 years, with an option to extend for 2 periods of 1 year (2+1+1 = 4 years maximum).

The Bureau Service should ensure the day-to-day operation of the networked BEMS, to include: •improved comfort control for occupants; •providing energy cost savings & carbon emission reduction advice, helping the Council to meet its commitment to becoming carbon neutral by 2030; and •help to improve pro-active preventative maintenance, resulting in reduced downtime, more efficient systems operation and to help to extended the service life of equipment, thus saving costs.

More specifically, the successful Contractor should: •review, develop and maintain the central control software interface; •immediately investigate critical alarms and report outcomes to the designated contacts; •investigate non-critical (maintenance) alarms and collated the information into a monthly report; •provide telephone support, responding to reported issues and requests for adjustment to set points and occupancy times. •as required, visit sites and investigate issues relating to critical or non-critical alarms; and •deliver support within normal office hours 8.30 am to 5 pm, 52 weeks of the year excluding weekends and bank holidays.

An NEC4 Term Service Short will be used to manage the roles of both Parties.

Please note: No warranty is given to the Supplier by neither SCAPE, the Council nor the Client as to the amount (if any) or nature of the service and/or work which may be required to be carried out by the Contractor during the Contract period and no claim for compensation either contractual or otherwise will be accepted in respect of any variation in the volume of the work.

The Procurement will be conducted used an Open Procedure and comprises of 2 stages: Stage 1 - Selection Stage - Bidders must meet all off the necessary selection criteria and provide answers to the questions asked.

Upon received PASS marks to all of the selection criteria, the Bidder shall pass on to Stage 2.

Stage 2 - Award Stage - Bidders will be evaluated on their submitted prices and answers to specific quality questions in order to achieve a price/quality score.

The Bidders who scores the highest points total and thus provides the Most Economically Advantageous Tender (MEAT), will be invited to enter the Contract.

The Client reserves the right to establish communication with the awarded Contractor, prior to the Contract start date.
