Change Partner for ASC

The authority currently uses the Liquidlogic Adult System (LAS) and ContrOCC, a Social Care financial system, within their Adult Social Care service (ASC).
The contracts for both LAS and ContrOCC will expire and these systems will need to be either re-procured or a replacement system procured and implemented prior to the expiry of these contract arrangements (or the existing contract arrangements extended if it is not deemed possible to complete by this date).
The Adult Social Care Service Design and Implementation Programme is a large programme of work split into three phases: • Phase 1 - Discovery Phase; • Phase 2 - Procurement Phase; • Phase 3 - Implementation Phase; conducted under ESPO Framework Agreement 664_21 Lot 4b Consultancy Services - Social Care (Adult).
Nature and extent of the modifications (with indication of possible earlier changes to the contract): - Variation 1: Cancellation of Phase 2 (Procurement Phase) and confirmed costs for Phase 3 (Implementation Phase). - Variation 2: extension to the service transition, providing additional support services for migrating the ISSIS system.
Need for additional works, services or supplies by the original contractor/concessionaire. (Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor): - Variation 1: made under Regulation 72 (1 (a)) of the Public Contracts Regulations 2015, having been provided for in the initial procurement documents via a clear, precise and unequivocal review clause.
The clause stated the scope and nature of Phase 3 and the did not change the overall nature of the contract. - Variation 2: made under Regulation 72 (1 (b)) of the Public Contracts Regulations 2015, contracting with another service provider would cause significant duplication of costs.
New Networks already have a working knowledge of the developed system and have been ingrained in support this change project.
Preparing and procuring a new contract with a separate contractor for short term service provision would result in significant delay and duplication of costs.
Updated total contract value before the modifications (taking into account possible earlier contract modifications, price adaptions and average inflation): - Original award total: £1,566,900 excluding VAT - Variation 1: £713,183 excluding VAT - Variation 2: £267,795 excluding VAT - Modified award total: £2,547,878 excluding VAT
