The brief

Arts Council England is seeking a Service Provider to establish the baseline position for CEPs in the Cultural Education Challenge.

The evaluation will be used to inform development of support delivered as part of the CEC, as well providing a baseline for further formative and summative evaluation.

The specific aims of this commission are to: • understand the range and types of contexts in which CEPs are working • understand the how CEPs and Bridge Organisations are responding to the Cultural Education Challenge so • develop a typology or other form of framework to understand how CEPs and Bridges are responding to the CEC • assess the usefulness of the available national and administrative secondary data available to baseline the CEC, and make recommendations for its use • develop a practical diagnostic/self-evaluation tool which can be used by CEPGs and Bridges in the future • provide intelligence to shape the design of a peer learning programme for the CEC
