Invitation to Tender (Open procedure) For Provision of an Identity and Access Service (IAS) Solution
UCL's IT Systems and the access to them have evolved over the last couple of decades as computing has become more prevalent in teaching, learning and research.
Today, the dependence on IT systems and resources is greater than ever.
The University's staff, students and other IT service users expect the services to be available from any location, using any device to access the services, at any time UCL is running a programme to transform Professional Services across UCL.
One of its core objectives is to improve service quality by offering modern, digital first means of accessing UCL services.
Providing modern and effective identity and access services will provide the underpinning infrastructure needed to realise this objective.
UCL's current Identity and Access Services were developed over 15 years ago and now offer limited functionality when compared to modern alternatives.
While they offer baseline functionality and are secure, they are insufficient to meet the needs of a future digital delivery of services.
A platform will need to be sourced, built, tested and implemented to provide UCL's Identity and Access Services (IAS) in a modern, digital first manner.
It will allow service processes to be automated, improved and taken closer to the customer and reduce administrative overhead Requirement: UCL is planning to purchase and implement a new platform service to provide identity and access services across the university.
Under the initial work package for this contract UCL requires the winning bidder to: (a) Sign a contract (b) Agree a signed-off statement of Works (c) Build & test the platform (d) Successfully install the platform into production (e) Provide agreed support documentation and materials and pilot 5 areas or services (4 quick wins and one more detailed transition) Further work packages may be defined subsequently The winning bidder will be required to work within the UCL technical architecture, artefacts and standards as described in Schedule 7.
