Finance outsourced service

The Defence Reform Act 2014 established the Single Source Regulations Office ("SSRO") as an independent regulator of the UK Government's procurement of single source military equipment and services.

The SSRO is the custodian of the single source procurement framework and has a number of functions under the Act and the Single Source Contract Regulations 2014.

The SSRO is asking interested suppliers to provide an estimated cost for a 5-year contract (based on 3 years, plus 1year, plus 1 year) for: a. the provision of the Outsourced Finance Support Core Services; and b. a daily rate for the optional professional advice.

The SSRO would also welcome written comments and feedback in relation to the services specification.

Information gained from the market will be used to inform a future OJEU tender.

The SSRO requires these services to ensure the efficient and effective discharge of its functions.

The Outsourced Finance Support services which the SSRO requires are summarised in the below: Finance Service & Financial Accounting Services: maintain the integrity of the financial database and chart of accounts by undertaking periodic housekeeping and reconciliation routines on the General Ledger.

Management Accounting Service: maintain the integrity of the structures (e.g. chart of accounts, activity centre structure, journal definitions) within the financial database.

Resource accounts: ensure this element of the Annual Report and Accounts provides a true and fair view of the SSRO's financial position at the time of the preparation of the accounts.

Payments to suppliers and employees: provision of a payments service via a secure environment within the parameters of available systems controls, for the upload of purchase ledger transactions, through to the production and dispatch of the required payment instrument, (including BACS and CHAPS).

Professional Advice: provision of a call off service for professional finance advice.

Advice will cover but not limited to tax, vat & accounting standards.

The SSRO invites suppliers to provide an estimate of costs to provide the services outlined above along with any relevant supporting information to tenders@ssro.gov.uk.
