Local Area Energy (LAE) Planning is a relatively new process that has arisen as a result of the recognition that the majority of the UK's emissions are within the scope of influence of local authorities and is designed to deliver effective local action to contribute to the net zero emission targets.
LAE planning uses technical evidence on the whole energy system, as well as wider non-technical factors, to identify the changes necessary to transition an area's energy system to net zero within a specified timeframe and in the most cost-effective and integrated manner possible.
It is a spatial and temporal plan that enables an area to understand its pathway to net zero and is intended to result in a pipeline of investable projects for that area.
During 2023, several local authorities in the SW region approached the SWNZH requesting information and support on LAE Plans, siting barriers around the cost and complexity of creating plans, and their effectiveness in leading to net zero delivery.
As a result, the SWNZH has committed to supporting these local authorities in laying the foundations for LAE planning, and net zero delivery, and is seeking the support of a supplier through this tender.
