The brief

NHS England seeks bids from providers who have the capability to deliver Health Needs Assessments (HNAs) for those males in adult secure prisons in Surrey (HMP High Down and HMP Coldingley).

Each HNA will, as a minimum:  Investigate the full range of health needs and report on the epidemiology of health problems experienced by the prison population.

You will use robust research methodology, including statistical modelling, analysis and population segmentation, to compare the health of service users with comparator groups in both prison and community settings.

This should have a specific focus on the key health conditions and demographics which contribute to vulnerability (including but not limited to: mental health, substance misuse, housing, unemployment, learning disability, physical health etc)  Complete a gap analysis of current service provision and the needs of the prison population  Identify organisational barriers to improving prison healthcare taking into consideration a whole prison approach  Service User Evaluation: Collect and evaluate service user feedback on the delivery model and effectiveness, and how services should be improved.

This should also include patients that have minimal contact with health care services to understand any barriers to access.

You will use validated tools with both qualitative and quantitative data.

This will need to be both existing service user feedback data and feedback that you will collate.  Stakeholder Evaluation: Collect and evaluate stakeholder observations of the delivery model and effectiveness of healthcare in each prison through interviews and surveys with staff, service users, internal/external service providers and where possible carers, families and advocates.  Evaluate Social Care provision in the prisons (commissioned by the Local Authority) and identify opportunities for improvement to Health and Social Care provision and how to enable prisoners to maintain independence within the prison community.  Review the staffing profile and capacity against need, impact of recruitment and retention on delivery The HNAs will have an enhanced focus on: • Meeting the needs of the changing population as a result of the Prisoner Estate Transformation plans • Healthcare / Inpatient Unit • Mental Health Transfers • Substance Misuse As a result of the procurement, a single contract will be let to deliver one HNA for each setting, with a maximum total contract value of £24,000 including any applicable VAT A separate Contracts Finder advert has been placed covering the procurement of HNAs for the Adult Female secure settings.

This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners
