Plymouth City Council (PCC) as the lead Contracting Authority is putting in place a Dynamic Purchasing System (DPS) in association with Independence Brokerage Services CIC (trading as Independence CIC (INCIC) for use by public sector bodies identified at: http://www.incic.org.uk/eligibility-criteria-ee-dps/ The DPS will be open for Contractor / Supplier (Providers) to apply to join from 18th February 2025.

These authorities have a duty to promote and implement energy efficiency measures under various national and local schemes aimed at reducing carbon emissions and lowering energy costs for residents.

The main purpose of this procurement is to facilitate Energy Efficiency measures through a Dynamic Purchasing System (DPS).

This system is designed to support local authorities and their partners in accessing energy-efficient products, works, and services.

It aims to enhance the energy performance of buildings, contributing to broader environmental and economic objectives such as carbon reduction, economic revitalisation, and public health improvement.
