The brief

The Restoration and Renewal (R&R) Programme has a requirement for an external organisation to train our Gold/Silver teams and Loggers on the management of an emergency scenario and to carry out a simulated emergency exercise.

The R&R Delivery Authority is responsible for a complex programme of works which must be delivered in a challenging environment.

The Palace of Westminster is a UNESCO world heritage site and also a high security environment.

Therefore, the protection of the Palace, the workforce, and the internal & external stakeholders while delivering the works will require detailed planning and execution.

The R&R Emergency Preparedness Procedure, is applicable to any incident which requires escalation beyond the local site management team for action, strategic support, or stakeholder management.

Such an incident could be a significant or life-threatening event.

Incident levels and the management of significant incidents are laid out within the R&R Incident Management Procedure, which will also tie into the management of an emergency scenario.

In order for the plan to be taken on board, understood and executed successfully it is essential that relevant parties are trained on the details within the plan and how to manage an emergency situation, should it occur so that the result of the emergency has none or little adverse effects on the Palace of Westminster's infrastructure, people and/or reputation.

The relevant parties as listed above are set out in the Procedure as the Gold, Silver and Bronze Teams.

The Bronze Team will be made up of the contractors on site and they will be responsible for managing incidents on site.

The Silver Team are the first point of call and will be notified of serious incidents, the Silver Team will be made up of Project Managers and Senior Project Managers.

The Gold Team will be notified of serious emergency incidents from the Silver Team.

The Gold Team is made up of senior leaders within the Delivery Authority - this would include the CEO and Heads of functions.

A log keeper will also be required for the Gold Team to note all details of the incident, the communications between the Silver and Gold Team and any communications with External Stakeholders.

For the successful execution of the Procedure - it is important that all teams clearly understand and are trained on their roles within the Silver and Gold Teams, as well as the log keeper.

The teams should also have an understanding of how coordination works with the Bronze Contractor and the emergency services.

We want our Silver and Gold teams to be confident in their decision making, should an emergency incident occur.

To be able to achieve the above, we require expertise from emergency scenario specialists, who have experience of rolling out training on emergency procedures to similar industries and organisations.

This is reserved for Small and Medium sized Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs) and only they can bid.
