The brief

MOPAC is seeking to commission a Provider via the CCS Call-Off from RM6008 Management Consultancy Framework Two (MCF2) Lot 1 with relevant experience of developing transformation and change programmes.

Building on the recommendations set out by the Independent Victims' Commissioner for London in her review into compliance with the Victims Code of Practice published in March 2019, MOPAC is looking to award a contract for a Provider to work with MOPAC and the Independent Victims' Commissioner's office to develop a strategic multi-agency action plan to take forward the recommendations set out in the review and explore in greater depth the potential feasibility of specific recommendations such as the proposal for a multi-agency 'integrated victim care hub'.

All providers on the CCS list for this Lot 1 was contacted via email and asked to submit an expression of interest (EOI).

Only providers who submit an EOI was eligible to be invited to bid.

Matched against the notice text, so this is a floor — the tender pack will demand things the notice never mentions. “Says must” means the quoted sentence itself used obligation language; anything ambiguous is left as a mention.
