The brief

On behalf of the South East Creative Economy Network (SECEN), Thurrock Council is seeking a provider or consortium of providers (described as the Provider) to deliver key elements of the SOUTH EAST CREATIVE, CULTURAL AND DIGITAL SUPPORT (SECCADS) ERDF PROGRAMME.

The SECCADS programme is a comprehensive business support programme tailored to meet the needs of the Creative, Cultural and Digital Sector.

The programme includes a number of different strands including: o Engagement, initial diagnostics, on-going client management and signposting to support carried out by a network of local co-ordinators o Specialist advice services provided by the University of Essex and by a range of business support organisations in different localities across the South East LEP area o A business support grants programme o The services outlined in this specification.

Namely: - o A SELEP wide business support offer tailored to meet the needs of the sector across the South East Local Enterprise Partnership; o Additional business support offer developed with the Local Co-ordinators to meet the needs of particular areas; o Development and maintenance of a SECCADS digital platform including an interactive web-based platform that promotes all aspects of the programme, enables individuals and organisations to apply for and access support including the grants programme and which links to the CRM system for the programme to collect and collate data; o A promotional campaign including social media and other means to showcase activities and promote the programme, to engage individuals and groups starting businesses and the existing business community to engage in and benefit from the programme and to gather and collate local intelligence to help shape the business support offer; Further details are given under the scope of the services section of this tender specification.

The programme will run for the duration of the project until 30/09/2020 and the total budget available is ?626,563.
