The brief

Cambridgeshire County Council is seeking a provider to establish a "Try Before You Buy" electric cargo bike (eCargo Bike) leasing scheme for Cambridge..A range of eight eCargo Bikes would be made available to local residents and businesses to borrow for a specified length of time to inform future purchasing decisions. eCargo Bikes are an attractive, low carbon, transport solution that are once again becoming widely adopted across the UK.

They offer significant benefits, including removing the need for motorised vehicles in the city centre environment, reducing congestion and emissions and contributing to improved air quality.

Furthermore, they provide an important mode of transport, especially in light of likely future city centre traffic restrictions.

Replacing cars and vans with eCargo Bikes contributes to good place making, and supports the city's "net zero carbon" objectives.

This leasing scheme will build upon the strong local cycling culture in Cambridge to support both families and small city centre enterprises, and contribute to healthy lives, active travel, sustainable transport and local employment.

Whether the customer is a parent transporting children, or a business considering transport options, purchasing a cargo bike is a substantial investment.

This scheme will provide the opportunity to try out an eCargo Bike in context and decide whether it is the right option without risking a heavy investment.

By offering a range of models, from compact family bikes through to larger business bikes, it will give people the confidence that they are choosing the right bike for their family or business.

The Authority's detailed requirements are defined in the RFQ document Specification.
