The brief

The Authority intends to issue a Contract Notice to tender for the purchase of multifunctional Mobile Biometric Enrolment (MBE) devices from a single supplier.

The aim is to: reduce the need for wet ink capture and enable a solution which can connect to the Authority's biometrics database to digitally enrol fingerprint and biographic data.

The solution will consist of a fingerprint scanner with MRZ functionality, which can communicate with an Android smartphone with an electronic notebook application.

The tendered contract will also include a requirement for maintenance and support of the devices for a minimum 3-year period.

The Authority completed soft market testing in relation to this matter in 2021. (For more on that see the link below.)* The aim of this PIN is to notify Suppliers in advance, of the Authority's intention to issue an ITT for the supply of MBE devices, that can meet the standards/requirement set out in the Specification document (see link to document).

Any product/prototype will be assessed and physically tested as part of the ITT evaluation criteria, to ensure it meets the need for both identity verification and enrolment on to the Authority's biometrics database in a mobile environment, as per the Specification.

Suppliers need to note that a product/prototype device (device) must be with the Authority for testing no later than Wednesday, 11th May 2022 at 15:00.

If a Supplier fails to submit a device by this date and time, they may be deemed to have not submitted a compliant bid and that may lead to exclusion from the competition at the Authority's absolute discretion.

The Authority will not meet any costs or expenses incurred by Suppliers in participating in the procurement, including, but not limited to, the costs associated with providing a product/prototype for testing.

The Authority cannot guarantee the condition of the device post testing.

If a supplier wishes to have their device returned this will be at their own arrangement cost and expense.

In addition, and at their own cost and expense, during the testing period the Supplier agrees to provide sufficient guidance and support to enable the use of their device during the evaluation (expected to be 5 weeks (approx.) in duration).

The purchase of any device from the awarded Supplier may be based on the final device being able to pass all testing criteria to an acceptable level prior to commencement of the tendered contract.
