The brief

EMSCU is acting on behalf of the Contracting Authority to undertake a compliant EU tender exercise using the light touch regime under Schedule 3 (Open Procedure) of the Public Contract Regulations (2015) to establish a national framework agreement for IT Training Programme.

The Framework Consists of three Lots: Lot 1 Technical Courses Lot 2 Non Technical Courses Lot 3 Bespoke / Custom Courses.

Bidders that have been awarded either Lots 1 or 2 will also be awarded Lot 3 if they have the ability to provide (Not Scored) Lot 1 Technical This Lot will cover the provision of "off the shelf" solutions and specialist education and training for IT professionals of a technical nature.

Typical activities required under this Lot include, but are not restricted to the attached course list.

Technical training could include blended learning offerings, e.g. e-learning, remote access, classroom, on site.

Lot 2 Non-Technical This Lot will cover the provision of "off the shelf" solutions and specialist education and training for IT professionals of a non-technical nature which includes business and soft skills.

Typical activities required under this Lot include, but are not restricted to the attached course list.

Non-technical training could include blended learning offerings, e.g. e-learning, remote access, classroom, on site.

Lot 3 Custom / Bespoke **Please Note: Can only be awarded to a Supplier that has been awarded at least one lot (1 or 2).Users of Lot 3 will only be able to conduct Mini Competition (No Direct Award)** This Lot will cover the provision of bespoke/custom solutions and specialist education and training for IT professionals.

This is expected to be for softer skills.

However, could include technical and non-technical business skills.
