Further Competition ESPO Framework Agreement 509_23 Parking Management Solutions - AWARDED - AWARD
North Hertfordshire District Council (the 'Council') is issuing this Invitation to Tender as a Further Competition under Lot 1 Pay & Display Solutions of ESPO Framework 509_23.
The Council would like all council managed car parks (where there are parking charges) to have new upgraded parking payment machines installed over a phased basis over a two-year financial period starting late 2023/24 and completing in 2024/25.
The Council is looking to replace all current pay and display machines within the car parks listed in section 2.
The Council may decide to replace fewer machines than currently situated in any of the locations listed.
It would therefore be the supplier's responsibility to dispose of these machines and make good the area now not required to house a machine along with any ancillary works actioned.
A Communications and PR campaign is essential to ensure that users are educated on the new systems with supplied resource including videos, signage, and back-office training.
The successful supplier should be aware that there are different parking tariffs in operation across the council owned car parks.
This includes within individual towns.
There is a peak parking tariff and off-peak parking tariff in many of the towns.
For example, in Royston, there is an initiative in place where parking is free from 3pm each day.
And in Hitchin Town Centre, there is a flat rate after 3pm.
The successful supplier understands the parking tariff structures in place, as well as any subsidised parking to ensure the new parking payment machines are setup correctly prior to implementation on-site.
The Council requires the successful supplier to outline the process for tariff adjustments during the contract period, to ensure this meets with the Council's requirements.
This project has now been awarded.
