Currently marine offices have put work-arounds in place to issue certificates until the changes are implemented.
However, these workarounds result in it taking longer to issue certificates and where photocopying is used as a work-around there is a reduction in quality.
No suitable resources are currently available to do this work within the MCA and there is a requirement to purchase suitable technical resources to implement these changes within the deadlines mentioned.
