We require specialist consultants to undertake an assessment of Affordable Housing viability.
This will involve analysis of the potential financial viability of different types of housing development in Brighton & Hove and how this may affect the proportion of affordable housing that the Council could potentially seek through planning policy.
The study will require testing the viability of a range of different development typologies on sites across the city to represent the types of sites that the Council expects to come forward.
The exact scenarios to be tested will be agreed between the Council and the consultant once appointed.
It will be necessary to consider the following key variables.
Different scales of housing development (number of residential units) Types of housing development - e.g houses, flats, mixed sites including other uses (e.g commercial space, retail), specialised housing - e.g older persons housing, purpose-built housing for rent Site location (e.g central, suburban) and current use (e.g existing housing, vacant commercial, greenfield) For each development typology the study will need to test the viability of different amounts of affordable housing (zero to 50%) and different categories of affordable housing (e.g social rented, affordable rented, affordable housing for sale).
The development appraisals will need to assess housing development values and factor in assumptions about development costs including potential development contributions (including Community Infrastructure Levy (CIL) and development standards required by Council planning policies.
