The brief

Our requirement is for the analysis of responses to a public consultation on our proposals to revise Conditions of Recognition to include two reports (full analysis and summary report of a publishable standard) and a presentation of the findings.This is a joint consultation across three regulators, namely Qualifications Wales, CCEA Regulation and Ofqual.

Qualifications Wales is the contracting authority.

CCEA Regulation and Ofqual are publishing this opportunity on their respective contract portals however the process will be managed by Qualifications Wales via Sell2Wales.

6.6 The Contractor will be required to: -analyse consultation responses (both in Welsh and English ) submitted through the smart survey platform (downloaded and supplied to the Contractor by QW) and received in other forms, e.g. letters (between 30 October and 4 December 2019); -provide a progress report on the analysis that has been undertaken so far, and highlighting any matters or questions required in order to complete the work as specified (by 27 November 2019); -produce two reports:  one will include the full analysis of the responses which is of sufficient detail and quality for the regulators to use to consider appropriate policy responses. (An initial draft to be submitted by 4 December and following comments from the Client, to submit the final report by 18 December);  the second will be a summary of the findings that the Client will be able to publish as a report, or part of a report on the consultation responses.

Each regulator will publish its own consultation response report drawing on the findings in the summary report.This report must be submitted as a Word document that is of publishable quality and needs to be submitted by 23 December; and -make a presentation to the three regulators on the final analysis of the findings at the QW offices in Newport which will be to all three regulators (date to be coordinated by QW).
