The aim of the contract is to reduce rough sleeping and to reduce the harm caused by engaging in a Street Based Lifestyle which includes: • people rough sleeping / at risk of rough sleeping, including some with accommodation that they can safely return to; • those street drinking, and • those engaging in begging and related anti-social behaviour.
All of these groups may have underlying support needs around substance use, mental health, offending behaviour and poor physical health.
