The brief

Subscribed Garden Waste Stickers and Printing Capability - TBW061 Sandwell Metropolitan Borough Council - subscribed garden waste collection service.

Approved by Cabinet 16th November 2022, this scheme is to be introduced March 2023 with estimated 50,000 subscribers who will be identified from a sticker affixed to their 240L garden waste bin lid.

It is anticipated the value will be in the region of £60,000 for 40,000 stickers The Key objectives/required outcomes are as follows: To provide a product (stickers) and printing portal capability to link with the Councils Whitespace system and to enable the portal to receive details of subscribers to the Councils garden waste collection service, no later than February 2023.

To provide a product (stickers) with details of addresses and printing portal capability to receive a CSV or other mutually agreed format automatically from the Council's customer portal system so that supplier's system receives requests for new garden waste or replacement garden waste stickers on a daily basis.

To dispatch stickers by the end of the next working day and issue a despatch confirmation email to residents who have opted for this facility. (GDPR issue passing the email address will need opt in/out box on portal form plus data agreement etc) The stickers will be used to enable collection crews to visually determine whether a property is subscribing to the Councils new garden waste collection scheme.

It is intended to invite residents to subscribe to the new service in January/February to enable collection routes to be developed and residents added to the Councils waste management database Whitespace by early March 2023.

We anticipate that the majority of stickers will be requested in the run up and 3 months following the start of the garden waste collection in mid-March but we will still require a timely printing and despatch of new or replacement stickers throughout the garden waste collection year i.e., between March and December 2023.
