The brief

The Primary Care Infrastructure Fund (now known as the Primary Care Transformation Fund – PCTF) was launched in January 2015 announcing the availability of £1bn over four years (£250m p.a.) to make a significant impact on the capacity and nature of premises and technology in primary care.

Whilst much of the work required to commission these developments falls to local NHS England commissioning teams, in order to deliver the transformation programme going forward and to ensure year on year completion of schemes, NHS England North require premises professional support to work with Clinical Commissioning Groups (CCGs) and local NHS England commissioning teams to support, planning preparation and delivery of funded schemes.

The premises professional support will work with supported schemes (both supported in principle and those subsequently approved after passing due diligence), with relevant CCGs, NHS England and other related organisations across the North to: • Ensure schemes are brought forward, with accompanying PCTF business cases where appropriate; • Support due diligence work on schemes approved in principle; and • Help monitor and progress delivery of PCTF funded schemes.

A competitive procurement exercise (further competition) has been undertaken through the NHS Shared Business Services Construction Consultancy Services Framework (SBS/13/DM/PZR/8369/1-95) Service 11: Ancillary Services.
