The brief

NHS Merton Clinical Commissioning Group (CCG) is working with NHS Wandsworth CCG to establish a new framework of providers who are able to offer support to Service Users eligible to be awarded an NHS Personal Health Budget (PHB).

It is intended that the framework will be established from March 2017 for 4 years, with contracts being awarded to support Service Users either directly by the CCG, or on the basis of patient choice.

The services to be offered through the framework are intended to include: • Support planning • Payment service (including Third Party/Managed Account) • Employer advice and guidance These PHB Support Services will support both adults and children who have been approved to receive a PHBs by the CCGs.

Please see the attached Draft Service Specification for further details of the CCGs' requirements.

Whilst uptake of PHBs by Services Users is currently low, a significant increase is expected over the next 5 years as the CCG plans to award at least 222 PHBs over the next 5 years to meet the intentions published by NHS England.

As a consequence, the expected spend profile for NHS Merton CCG to framework providers is: 2017/18 £13,500 2018/19 £29,250 2019/20 £29,250 2020/21 £29,250 Whilst NHS Wandsworth CCG has already engaged with the local market about this new requirement, NHS Merton CCG now wishes to invite expressions of interest from appropriately qualified and experienced providers which may not have responded already to the Wandsworth invitation (if you have already responded to the Wandsworth CCG engagement invitation in December 2016, you need not respond again to this invitation from Merton CCG.
