The brief

Fast mini-comp tender for LAD2 scheme managed by Warmworks Scotland to recruit suppliers on the Local Area Delivery Schemes 2.

The Clean Growth Strategy commits the Government to upgrade as many homes as possible to Energy Performance Certificate (EPC) Band C by 2035, where practical, cost-effective and affordable, and for all fuel poor households, and as many rented homes as possible, to reach the same standard by 2030.

Just under half (44%) of social rented homes, approximately 1.8 million, have an EPC rating below C.

The GSEEH sets out to improve low energy performance homes in England by installing eligible measures.

The primary purpose of the GSEEH is to raise the energy efficiency rating of low income and low EPC rated households (those with E, F or G rated, although D is also in scope but will be subject to a cap to be determined), to deliver the following outcomes: a.

Tackle fuel poverty by reducing energy bills for low-income households by improving the energy efficiency of their home; b.

Deliver cost effective carbon savings to carbon budgets and progress towards the UK's target for net zero by 2050; c.

Support economic resilience and a green recovery in response to the economic impacts of Covid-19, creating thousands of jobs; d.

The phasing out of the installation of high-carbon fossil fuel heating and reducing emissions and improving air quality; and; e.

Utilise the role of Local Energy Hubs to build Local Authority capacity and supply chains to deliver energy efficiency at scale.
