The brief

CONTRACT FOR THE PROVISION OF A REVALIDATION AND APPRAISAL MANAGEMENT SYSTEM AND A GENERAL DUTY MEDICAL OFFICER ELECTRONIC PORTFOLIO FOR THE DEFENCE MEDICAL SERVICES The Authority has a requirement for an off-the-shelf revalidation and appraisal management system and electronic portfolio (e-portfolio), to be operated by MOD staff.

There are 2 parts to the requirement and the Tenderer is expected to achieve both elements: a.

A Revalidation and Appraisal Management System to manage, store, present and share information in order to meet the statutory requirements of medical revalidation and appraisal of up to 2,000 doctors in the MOD, Cabinet Office and Suitable Person List. b.

An electronic portfolio (e-portfolio) to assist in the delivery of the statutory appraisal requirements, educational support and supervision of General Duties Medical Officers (GDMOs).

As well as specific user requirements in each part of the Statement of Requirement (SoR), the Tenderer shall be responsible for: a.

Maintaining and updating the system in line with Regulations and General Medical Council (GMC) requirements, ensuring changes are made in line with GMC timelines. b.

All data (including backup data) and information about the data held, should be stored on geographically UK data centres.

This should be stored securely in line with Cyber Essentials certification and/or should have ISO 27001 certification.

Noting the ISO 27001 should be standard and there is a requirement to have Cyber Essentials certification in line with Def Stan 05-138. c.

Ensuring all doctors' records stored on the system are freely and immediately transferable to another system at the end of the contract. d.

Ensuring the functionality of the system is not affected by increased numbers of users at peak usage times.

SYSTEM EVALUATION DAY As part of the tender process the Authority requires the opportunity to examine and trial the proposed system for capability and effectiveness, this testing will take place remotely by Microsoft Teams.

Contractors will be notified of the date and time of the System Evaluation Date after the tender closing date.

Contractors must attend the System Evaluation Day if they pass the first part of the evaluation criteria and at no cost to the Authority.

Cyber Security: The MoD has a duty to protect itself from Cyber threats and now we extend this to Suppliers we engage with.

As an extension of the Government's Cyber Essentials Scheme the MoD, working together with Industry and other Government Departments, have developed a more robust Cyber Security Model, under the umbrella of the Defence Cyber Protection Partnership (DCPP).

All prime Contractors must have the cyber security controls specified in DEF Stan 05-138 (Cyber Security for Defence Suppliers), as appropriate to the cyber risk level specified in the contract.

The Authority has determined the level of risk at Low (Reference: RAR-PTPP3797) as defined in DEF Stan 05-138.
