We are seeking an evaluation of the policies put forward by Ofwat in PR19 designed to encourage companies to take the interests of customers into account when determining financial structure, particularly where gearing levels are materially above assumptions that underpin price determinations and to transparently demonstrate how their policies relating to dividends and performance-related executive pay take account of delivery for customers.

We would like a report that seeks to provide insights and evidence of the issues highlighted above.

This report should have an executive summary as well as the main report and may use appendices to present any evidence/references that has been collected.

This report will need to present an overall evidence-based narrative, highlighting where the evidence does (and does not) exist that our policies had their intended impacts, drawing on in-house Ofwat evaluation expertise as required.
