The Authority is considering placing a contract for a Design and Integration Partner (DIP) for Tactical Communications.
The DIP will follow an Authority governed service to evolve designs in a collaborative working environment; with an agile approach focused on a controlled set of agreed user requirements and delivering an end-to-end service (or parts thereof) in partnership with the Authority and selected third parties, potentially including procurement and Logistical Support of systems.
Field service representation (FSRs) and an on-site presence alongside the user base(s) will be pivotal for success of the support of the system.
The first project to be included under the contract will be for the ongoing development of a dismounted On The Person (OTP), rugged C4IS that will provide and enhance a user's situational awareness during Operations.
The system is currently in-service.
The OTP requirement will be the first to utilise the DIP Contract, with the opportunity to onboard additional requirements from across the TC during the life of the Contract.
The DIP contract will be for an initial period of 3 years, with options for additional in-service support until 31st March 2032.
The initial Contract Value is estimated at c. £7.8 million, with (without commitment) up to a further c. £12 million in Options for the initial requirement.
The Authority anticipates that there will be reviews and further requirements throughout the life of the Contract, and therefore includes a potential maximum value of £134 million to account for this.
Prospective contractors are required to hold Quality Management System certification to BS EN ISO 9001:2015 or suitable alternative, with the appropriate scope to deliver contract requirements, issued by a Nationally Accredited Certification Body.
You will be required to provide a copy of the certificate(s) as directed by any DPQQ associated with this Notice, and in any event, the winning supplier will be required to provide it for review prior to contract award.
The Authority can only consider UK registered companies, that are Facility Security Clearance (FSC) cleared at SECRET UK EYES ONLY, due to the Security Classification of the project, with UK personnel that have a minimum of SC (DV required for certain roles) for delivery of the project.
