The Council is seeking to engage with the market to inform its proposals for these services prior to a procurement.

Participation in this market engagement exercise does not confer an advantage or disadvantage on any supplier that participates in any procurement by the Council for these services or comparable services.
All information provided to the Council in the course of this market engagement exercise will be treated in strictest confidence.
Outline requirement - The following is an indicative outline of kerb-side collection services only and not a complete specification of all services that may be required by the Council.
The Council's outline requirements for each of approximately 40,000 households within the district of East Northamptonshire, for kerb-side collection is: Residual waste collection - fortnightly - via 180 litre wheeled bin; Dry recyclables collection - fortnightly - via 240 litre wheeled bin; Food waste collection - weekly via 25 litre container Optional service: Garden waste collection - via 240 litre wheeled bin - subject to subscription charge per household.
Refuse sacks will be provided for residual waste and dry recyclables where wheeled bin collection is not possible.
3% approximately of households will require an assisted service meaning bins (or refuse sacks) and containers must be both collected and replaced from outside a back door or similar location rather than from kerb-side.
The intended start date for the contract for all the Council's Waste Services of which the above may form a part, is 1st August 2018.
The initial term of the contract is intended to be 7 years with the option to extend for up to a further 7 years.
The estimated lifetime contract value is £23m approx.
