The brief

2.1 Bids are sought for an annual budget of up to £120,000.

2.2 The Council are seeking a minimum of 22 flats.

2.3 Six units of floating support will be delivered to addresses reserved from the Council's Temporary Accommodation stock. (For terms of use, please see Appendix A).

2.4 A block of eight units of accommodation will be available at: Gochers Court, Islingword Road, Brighton, BN2 9DJ The Accredited Service Provider can select whether to deliver support at this location or to offer eight units of group accommodation elsewhere. (For further information on Gochers Court, please see Appendix B).

2.5 The remaining eight or more units of accommodation will be made available by the Accredited Service Provider.

2.6 All premises offered in points 2.4-2.5 will need to comply with the conditions of Service Specification section 10.5.

2.7 All accommodation units will consist of one- or two-bed self-contained flats with private kitchen and preferably private bathrooms.

2.8 All group accommodation will provide a space for staff on duty and one-to-one meetings.

Communal space(s) for group activities, easily reachable for Service Users, must be identified.

2.9 Evaluation of the tender will include consideration of the number of units and quality of amenities offered.

2.10 There are a limited number of locations in the commissioning area considered by the Council to be unsuitable for this Service, for reasons including: proximity to other services, community sustainment, non-residential area etc.

Tenderers are therefore requested to advise commissioners, at the earliest opportunity before the Mini Tender deadline, of the postal address of premises under consideration for requirements 2.4-2.5.

Please submit by 17 April 2019 the addresses of potential premises via the online procurement portal; a reply will be sent within two working days confirming suitability solely in terms of location.

2.11 For reasons of location and layout, the premises at: Orlando House, 68 Beaconsfield Road, Brighton, BN1 4PA are not considered suitable for this recommission.

2.12 Following contract award, priority for the new Provider will be to complete making offered accommodation ready for use, and to assist Service Users to move as necessary as soon as possible after the Contract start date.
