Quotations are invited for the provision of treasury management consultancy service to the Council Treasury.
The Treasury function provides a vital service to the Council as it is responsible for managing the Council's borrowing needs to support the capital programme.
The Council's debt currently stands at £473m as at 31st December 2021.
The treasury function also manages the Council's investments which is made up of provisions, reserves and investment balances.
This stood at £230m as at 31st December 2021.
This is a service for treasury management consultancy to a local authority and it is expected that the supplier will be able to cover all aspects of treasury management advice to the Council.
This includes training of officers and Council Members and provision of technical updates as necessary, including provision of guidance documents to assist with meeting report requirements to the Council and its Committees.
The Supplier will be expected to assist the treasury function to be able to produce the below six reports to the Council/sub committees of the Council annually: i.
Treasury Management Strategy Statement (TMSS), Annual Investment Strategy (AIS) and Minimum Revenue Provision Policy (MRPP) in February; ii.
Mid-year update on Treasury Management report in September; iii.
Four quarterly treasury management updates for quarters ending March, June, September and December.
