The brief

The new partnering contract/framework will have the capability to deliver the bulk of Thirteen's asset capital investment programme over the next 5 years (2020-2025).

It is planned to appoint a maximum of three contractors within the partnering framework with expenditure likely to be at least £100m over the 5 years.

The work content will be made up of all aspects of property refurbishment, including complex and high-rise buildings, and neighbourhood and estate improvements.

The breadth and complexity of the scope to be delivered will require the partnership to include multi-disciplined and specialist teams capable of providing a 'one-stop shop' service with minimum complication and without the need for additional procurement activity throughout the contract term.

The following schedule sets out the expected scope in terms of categories of work to be delivered under the framework, which together underline the degree of complexity: - - Neighbourhood & Environmental Improvements - Care & Support Accommodation Improvements - Energy Efficiency Interventions - Kitchen & Bathroom Replacements - Internal & External Door Replacements - Window Replacements - Roof Replacement - Boilers & Heating - Electrical Rewires & Upgrades - Boundaries & Fencing - External Wall Insulation & Cladding - Schemes - internal and external upgrades - High Rise & Complex Building Compliance works - General Property Compliance works - Garage sites, hardstanding's and parking spaces - Landscaping The programme of improvements to the identified estates and the new partnering arrangement for delivery will consistently apply good design standards within an approach that focuses on 'place making'.

It is vital that the value of the investment is seen and felt across all stakeholders, specifically by Thirteen's customers and their communities.
