The Cambridgeshire Culture Card Scheme is a project that will use the arts to address a range of social, economic, educational and cultural engagement inequalities.
It aims to close the arts participation gap, increase equality of access, and ensure that more young people from low-income backgrounds have the same opportunities and benefits from engaging in culture as their more advantaged peers.
Following a feasibility phase, the project is now moving to a live prototype phase to explore and test a number of practical elements prior to implementation.
This tender has been prepared by Cambridge City Council to invite proposals from candidates to develop a data platform and app as part of the prototype phase.
We seek a software vendor, business or freelancer with experience of working within a local authority context; to build a data platform and app to meet the project's identified aims and fulfil the design and technical specifications set out.
This will provide proof of concept and enable Cambridge City Council to test some of the communication, user engagement and gamification methods that could support a live and fully operational version of the scheme.
The contractor would need to provide four main components: cloud storage, web administrator portal and user portal, a user app and a short series of workshops to explore user feedback.
The administration portal will need to provide data integration, audience segmentation, targeted communication and marketing, reward points and badges, analytics, data visualisation and reports.
The user web portal will be for users to access their data, including engagement history, points earned and redeemed, badges awarded or challenges met.
The mobile app will need to provide a means for users to record attendance at an activity or event via a QR code reader or NFC tag (or equivalent), and provide users with access to their data.
