The brief

This requirement is a call-off contract using the UK Leisure Framework https://leisureframework.co.uk/ which is a specialist procurement framework supporting leisure centre building.

The contract delivers the Carlton Active pre-construction phase (RIBA Stage 2) and will develop the concept design and establish the detailed feasibility for the redevelopment of the Richard Herrod Centre into a new Leisure, Wellbeing and Community Centre.

This stage will define the project brief, confirm the facility mix, undertake technical site surveys, develop outline designs, and prepare the initial cost plan.

It will also include early engagement with planning, environmental, and accessibility requirements to inform the concept and secure a clear, deliverable design and budget position for progression to RIBA Stage 3.

RIBA 2 A Stage Report Pack including: o A detailed Project Execution Plan, outline risk register, and estimated timeline for project delivery. o A robust budget cost estimate. o Planning 'Pre-App' consultations, if applicable. o Review and proposal of any surveys required to develop the RIBA 4 Technical Design.

Outline Architectural Information comprising: o Accommodation Schedule. o Site Plans - Existing and Proposed. o General Arrangement (GA) Plans and Sections. o Concept Massing and Elevations. o 3D Visuals of key external and internal spaces. o Outline Performance Specifications. o FF&E Schedule of Assumptions.

Production of Structural Information comprising: o Outline Structural Strategy. o Recommendations on the need for further surveys, assessments or investigations. o Recommendations on statutory and legal approvals required.

Production of MEP Services Information comprising: o Outline Mechanical and Electrical Strategy. o Outline Performance Specifications for mechanical, electrical and public health systems. o Preliminary plant space and services distribution layouts (including pool filtration). o Cost confidence MEP cost plan (based on £/m² indicative outline solutions). o Attendance at meetings (site-based or virtual) with coordination between consultants and key subcontractors.
