The brief

Northamptonshire County Council wishes to invite tenders for a civil parking enforcement service.

The successful provider will be committed and able to provide a high quality parking enforcement service, which encompasses its strategy, policy and one which can adapt to the changing needs of its stakeholders whilst ensuring that the Service is delivered in a cost effective manner.

The successful provider will provide a 'seamless' Service in the management of the County's on and off-street parking regulation.

The enforcement operation covered by this contract includes: - issue of notices for all on and off street Permitted parking place contraventions within the CEA of Northamptonshire ; - All operating as defined by The Road Traffic Regulation Act 1984, and Traffic Management Act 2004, as amended; - implementation of suspensions; - management of elements of the parking infrastructure to include PDMs maintenance (routine first-line, reactive and planned); and - management and provision of the IT infrastructure required by the Contractors' Staff to enable the Services to be delivered using equipment and information provided from time to time by the Council which includes the existing stock of HHCTs, printers, radios, and the allowed access to information from the Council's ICES 3Sixty(Back Office) notice processing system and PowerCube and other modules.

This Contract is for 6 years with an option to extend for up to 6 years, making 12 years in total.
