The brief

The objectives of this work are to: a) Provide recommendations for a final set of econometric cost models for the bioresources and wastewater network plus price controls of PR19. b) Provide recommendations for an efficient cost baselines for the bioresources and wastewater network plus price controls, based on the recommended suite of econometric models. c) To advise if there are material factors that are not fully captured by the models and may require an adjustment of cost outside the models (upwards or downwards). d) To consider how to use business plan information to inform our efficient cost baselines and work with Ofwat during the beginning of the Initial Assessment of Business Plans (IAP) to implement the assessment.

The Contractor will be required to deliver high quality analysis and recommendations to inform our decisions.
