The brief

The Kent County Council (KCC) are seeking to engage with potential suppliers with the ability to provide a Device Loaning Scheme for KCC service areas and third-party organisations to help digitally excluded residents of Kent (and potentially Medway).

The scheme will be designed to support individuals who would benefit from a short-long term digital device loan to support participation in training courses, treatment programmes, job searching and education, as well as providing confidence to those who are unfamiliar with digital devices.

KCC are looking to engage with suppliers who can provide the following: • Purchase of digital devices for instance, Windows Laptops, Android, Windows or Apple Tablets, Smart speakers (e.g., Amazon or Google), Android or Apple Smart phones and VR headsets (volumes to be confirmed).

It is crucial that a warranty procedure is included and managing any warranty requests that may arise. • Provide device management services to devices with remote management software to ensure critical updates are delivered, safe use of devices, ability to block devices that become lost or stolen and data sanitisation to remain GDPR compliant. • Provide Data solutions including routers and sim cards as and when required.

This will likely be managed separately to the digital devices as an additional service.

Data packages must be able to be monitored and filtered. • Hold stock, delivery, and logistics management across Kent.

This supplier will distribute new devices and retrieve the devices at the end of their loan period ready for redistribution.
