The brief

Herefordshire Council is seeking to tender a new countywide integrated community based sexual health service incorporating open access and some outreach provision.

Sexual health services are for all people who have sexual health and contraception needs in Herefordshire County.

The service will be procured under a single contract to be delivered by a lead provider.

The lead provider will be required to work in partnership with or sub contract to other organisations with relevant expertise to deliver services throughout the community.

The service will also seek to target vulnerable and high-risk populations working towards better provision of key services in in community settings.

This service activity will range from Prevention and Self-management activities (e.g. information and advice on safe sex, sexually transmitted infections (STIs) and HIV prevention, building resilience, awareness of sexual health and contraception services and chlamydia screening, including internet-based option) through Basic and Intermediate14 (level 1 and 2) care (e.g. testing and management of uncomplicated STIs, provision of a full range of contraception, assessments and referrals to specialist services, outreach services for vulnerable populations) to Specialist14 (level 3) services (e.g. management of complicated STIs and complex contraception, interface with HIV care and treatment services).

The focus of the new service will be to encourage people to achieve and maintain positive health and wellbeing through adopting safe and healthy choices with regards to their sexual health.

It is therefore essential that there is a universal offer of prevention that supports behavioural changes, early identification of risky sexual behaviour and timely referrals to services.

The service will enable supported access and shall therefore have robust referral mechanisms, and shall provide learning and training opportunities for universal and targeted services.

The service will include all sexual health Laboratory testing undertaken in Herefordshire under the Public Health function, as set out in section 2.1: Legal Framework.

The lead provider will be expected to contribute to the local Sexual Health Strategy group hosted by the Commissioner.
