Since 2017, the Marine Management Organisation (MMO) has supported and assisted international partners through the provision of remote sensing-based surveillance of their respective maritime zones.
The surveillance is primarily used to monitor for Illegal, Unreported & Unregulated fishing (IUU), but is occasionally used for other applications such as Marine Protected Area (MPA) monitoring, marine pollution monitoring and merchant vessel traffic movements.
The level of coverage required is essentially global; the MMO work in a wide range of geographies and may require domestic coverage going forward, with a focus over the UK Overseas Territories (UK-OTs) and partner countries' maritime zones.
With the current contract for the provision of these services ending on 31st July 2024, the MMO requires a call off, turnkey service, whereby the supplier must undertake all aspects of data acquisition, processing, storage and analysis, to replace it.
The supplier will provide the MMO with outputs in which vessel detection within the acquisitions and subsequent Automatic Identification System (AIS) correlation has been undertaken in accordance with a pre-agreed set of defined parameters.
Contract will work on a call-off basis with costs capped at £1,500,000 for first two years.
