The brief

We are looking to appoint a supplier to provide support to collect and analyse data for NHS England and NHS Improvement's Same Day Emergency Care Programme (SDEC).

The data collection is aimed at SDEC services across the NHS in England and the analysis will explore how SDEC integrates with work in emergency departments and wider services.

The data collection needs to include detail on workforce, estate, service provision, systems, recording & coding, diagnostics, support services, activity and processes across SDEC and their related services for medical, surgical and acute frailty.

The data needs to be populated, analysed, reported and a thematic analysis undertaken by 30 September 2021 and delivered to a budget of £95k which should include the provision of prospective data collection across 4 Quarters with summary dashboard.

The supplier should have the following expertise, experience, contact in emergency and care and stakeholder relations to ensure successful delivery and ongoing maintenance: • Detailed understanding and knowledge of the SAME DAY strategy and key deliverables • Credibility at a national level and as a recognised body with emergency and acute providers • Established relationships with the SDEC programme national team • Established relationships with royal colleges, RCEM, RCP, SAM, RCN • Relevant information governance and data sharing approaches to ensure appropriate consents to share data • Established links and relationships with Type 1 providers with direct links to operational, clinical teams • Access to historic ED and Acute Care of 9+ years data to support analysis • Access to historic data summary outcome reports for ED and Acute Care • Ability to feed into GIRFT, SAMIT and SEDIT data, to link with incoming data and provide trend analysis and retrospective activity analysis • Rapid processes in place to scope, design and mobilise system wide national audit by mid-August 2021 • Target audiences primed in readiness for data collection, validation and challenge • Historic Intelligence to inform winter pressures on acute services • Historic annual assessments of Emergency Care which includes national reporting, good practice compendium, and web based analytics tool • Ability to develop bespoke tools to support SDEC transformation and sustainability • Focused on patient quality, outcomes and experience.

The supplier should have a professional approach to data capture, reporting and be able to consistently and repeatedly articulate the SDEC provision and it's benefits in relation to operation and clinical efficiencies and ultimately impact on patient outcomes and experience.
