The brief

North of England Commissioning Support (NECS) is working for and on behalf of NHS England & NHS Improvement North East (the Contracting Authority) and NHS Vale of York Clinical Commissioning Group (the Commissioner), who wish to alert the market to a potential future tender opportunity to deliver an out of hours mental health service; The Haven @ 30 Clarence St York.

Fundamental to this service is the adoption of a person and community centred approach which is place-based and responds to the community and its geography, resources, strengths, and assets.

It has been developed in the context of the system wide community mental health transformation agenda, exemplified by the York Mental Health Partnership's vision; 'Connecting our City.' Our vision for York is of a city where: • We all feel valued by our community, connected to it, and can help shape it • We are enabled to help ourselves and others, build on our strengths, and can access support with confidence • We are proud to have a Mental Health Service that is built around our lives, listens to us, is flexible and reacts to all our needs.

The Provider will be expected to engage in the full range of relevant working groups and partnership networks that are striving to join up and improve mental health services across the city to support people with their mental health and wellbeing.

The anticipated tender live date for this procurement opportunity is 4 April.

It is anticipated that there will be approximately 8 weeks to mobilise the service.

The contract term is for 3 years plus the option for a 2-year extension with an anticipated contract start date of 01 September 2022 The estimated contract value is £142,000 per annum, (£710,000 in total over 5 years).

Subject to approval and wider stakeholder discussion, there is also the possibility for an additional non-recurrent allocation of £48, 000 per year for crisis alternative services during year 1 and 2 of the contract.

Premises are predetermined and at this stage it is expected that premises costs will be covered by City of York County Council..

It should be noted that this PIN invites individuals and organisations to express an interest in this exercise only, and it is NOT a pre-qualification questionnaire, and is NOT part of any pre-qualification or selection process.

NECS is utilising an electronic tendering portal (In-Tend) to manage this process and as such interested individuals and organisations will need to register on the portal to submit their expression of interest.

A market engagement event will be held week commencing 28 February for Providers to meet with Commissioners to discuss the draft service specification and ask clarification questions.

Please note that only organisations responding to this expression of interest will be invited.
