HALA Legal Services Framework

Modification Notice Original description: The HALA Members have come together in a shared procurement exercise and wish to appoint a panel of Solicitors upon whose advisory services the individual members can call.

The contract is divided into the following lots: Lot 1: Corporate Governance and Finance, Lot 2: Housing & Asset Management, Lot 3 - Development, Lot 4: Property Description of the modifications The modification involves a change in the published contract value.

The Total value of the Procurement, in the Contract Award Notice published on 26 August 2022, was £30,000,000 (excluding VAT).

The modified Total value of the Procurement (excluding VAT) is £45,000,000 (excluding VAT).

Approximately £10m of the anticipated additional spend is expected to be through Lot 2: Housing and Asset Management.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor: The reasons for the modification are: a) the HALA members have spent more through the framework than was anticipated and b) the HALA membership has grown beyond what was anticipated, also increasing the overall spend.

A full re-procurement, to allow for the additional spend, would have involved a significant duplication of costs for the Contracting Authority.

The tender for the new HALA Legal Services (Solicitors) Framework was published on 13th Feb 2026 and is due to commence on 1st Sep 2026.
