The brief

Adur District Council is being supported by the Heat Networks Delivery Unit (HNDU) to prepare an outline business case for the development of a heat network at Shoreham-by-Sea, West Sussex.

The council has identified the potential for a network supplied by marine source heat pump to deliver low carbon heat to new residential and commercial buildings within the Shoreham Harbour Regeneration Area and Shoreham Town Centre.

The council will seek bids from a consortium of technical, legal and financial consultants to undertake detailed project development.

The scope of the invitation to tender will be: the undertaking of all work that is required to secure approval to proceed with the development of a feasible and viable heat network; the undertaking of all work that is required to prepare for the submission of a funding application to the Heat Network Investment Project (HNIP).

External project management support will be commissioned to oversee the work of the technical, legal and financial consultants on behalf of the council and to lead stakeholder engagement and negotiations.
