Background to the Requirement In December 2021, the government published People at the Heart of Care: Adult Social Care Reform White Paper which outlined a 10-year vision for how we will transform support and care in England.
With particular relevance to this contract, the White Paper announced that the government will: • provide more support to local authorities, including specific support to strengthen their market-shaping and commissioning capabilities.
In total, we will provide an increase in improvement funding of more than £70 million between 2022 to 2023 and 2024 to 2025, ensuring local authorities are well set up to deliver our vision for reform. • introduce a duty for the CQC to independently review and assess local authority performance in delivering their adult social care duties under part one of the Care Act 2014. • put in place new legal powers for the Secretary of State for Health and Social Care to intervene in local authorities to secure improvement where there are significant failings in the discharge of their adult social care functions under part one of the Care Act 2014 • We recognise the value of sector-led improvement, and our approach remains to enable the sector to drive its own improvement.
