The brief

The contract provides a managed accounts service, where an individual requires support to facilitate payments and administration of their direct payment/personal health budget and the service also delivers information, advice and guidance to all Hampshire residents in receipt of a direct payment/personal health budget.

Currently there are approximately 17,000 adults in Hampshire who are eligible for social care support and a Personal Budget with 3,300 currently in receipt of a Direct Payment.

All these people will have a form of Personal Plan.

There are also 1,100 adults who are eligible for NHS Continuing Health Care who have the right to request a personal Health Budget (PHB) with approximately one hundred in receipt of a PHB.

Three hundred of these adults are in care at home and will be moving on to PHBs during the life of the contract.

This overall number is set to increase significantly due to the NHS Targets which were introduced in 2019 and the NHS Long Term Plan 2019 which sets out clear direction for personalised care across England and sets out further targets for the delivery of PHBs many of which will be delivered by a Direct Payment.

This service is for the delivery of a Direct Payments Support Service Hampshire County wide.

The service will deliver bespoke and personalised information, guidance, advice, signposting, and support to eligible service users and/or their authorised person on all aspects of Direct Payments.

The service will enable the service user to have more choice and control over how they use their personal budgets to meet their needs and outcomes.

The service will be provided with consideration of the service users circumstances and follow their views, wishes and feelings wherever practicable and appropriate on the principle that the person is the best judge of their own needs and wellbeing, except in cases where they lack capacity to make the relevant decision.
