The brief

The Defence Strategic Radio Service (DSRS) provides long-range radio communica-tions for MOD and UK Government and will deliver safe, robust and effective High Frequency (HF) Services.

The current infrastructure does not provide the accreditation required and therefore needs to be uplifted accordingly.

These Uplift works will allow DSRS to achieve the new acceptable accreditation.

The project will be completed in multiple phases and the 'Phase One' (Design) deliverables will be for a feasibility study and submission of a firm price for the design to build and deliver the overall project requirements.

Specific Requirements for Phase One includes: • Co-ordination of an initial requirements meeting with the client and stake-holders • Surveys to confirm current systems capabilities. • An integrated schedule for the design & build phase. • A Work Breakdown Structure and associated specifications for Phase 1 works as detailed. • A fixed price for the delivery of work with the Supplier acting as Principal Contractor and Principal Designer. • Initial Risk Register for Phase 2 of the works. • ROM Costs for Phase 2 (build/installation works) PLEASE NOTE: Further Phases of work will be within the scope of this Contract (more detail on the specification and hence max value of £2.5m) but will be developed from the findings of Phase 1 and its survey evidence / design.

The gates

What this notice demands of you

1 named, none in explicit obligation language. Each one is quoted from the notice.

A fixed price for the delivery of work with the Supplier acting as Principal Contractor and Principal Designer.

Matched against the notice text, so this is a floor — the tender pack will demand things the notice never mentions. “Says must” means the quoted sentence itself used obligation language; anything ambiguous is left as a mention.
